On December 8, 2022, the US Court of International Trade (CIT) issued its final judgment, sustaining the US Department of Commerce (USDOC)’s remand results regarding the administrative review of the anti-dumping (AD) duty order on circular welded carbon-quality steel pipes from the UAE covering the period from December 1, 2017 to November 30, 2018.

The USDOC is notifying the public that the CIT’s final judgment is not in harmony with the USDOC’s final results of the review, and the USDOC is amending the final results of the dumping margin assigned to Universal Tube and Plastic Industries, Ltd. (UTP), THL Tube and Pipe Industries LLC (THL), and KHK Scaffolding and Formwork LLC (KHK) (collectively, Universal).

The weighted-average dumping margin amended by the USDOC on Universal was 1.18%, compared to the 3.79% originally published in the final results on December 1, 2020 and the 3.63% amended and revised on January 5, 2021 after correcting ministerial errors.

This notice was applicable on December 18, 2022.
