Thailand issues final ruling in second sunset review of antidumping duties on cold rolled steel coils and non-coil products from China.
On January 22, 2026, the Thai Anti-dumping and Countervailing Duty Subcommittee issued a notice, making a positive final determination in the second sunset review of the anti-dumping duties on cold-rolled carbon steel coils and non-coils (Thai: เหล็กแผ่นรีดเย็นชนิดเป็นม้วนและไม่เป็นม้วน, English: Cold Reduced Carbon Steel in Coils and not in Coils) originating from mainland China, Taiwan, and Vietnam. The determination maintained the original duty rates and continued to impose anti-dumping duties on the products in question at CIF price for a period of five years.
Specifically, the percentages are as follows: Mainland China: 9.24%–20.11%, with Baoshan Iron & Steel Co., Ltd. (9.24%), Angang Steel Co., Ltd. (10.71%), and other Chinese producers/exporters at 20.11%; Taiwan: 4.22%–17.47%.
Among them, Ton Yi Industrial Corporation (4.22%), China Steel Corporation (8.80%), Kao Hsin Chang Iron & Steel Corporation, and other producers/exporters from Taiwan all accounted for 17.47%; Posco Vietnam Co., Ltd. (14.35%), a Vietnamese producer/exporter, and other Vietnamese producers/exporters all accounted for 14.35%.
The products involved are cold rolled steel coil products with a width greater than 1550 mm, falling under Thai customs codes 7209.15.00.011 and 7209.15.00.013.
The antidumping measures in this case do not apply to the following steel products: (1) non-oriented electrical steel with a silicon content of less than 0.6% and a core loss of no more than 8.00 watts per kilogram (reference standard: JIS C2552:2000), and (2) enamel steel with a carbon content of no more than 0.08% (reference standard: JIS G3133:2004). This announcement shall take effect from the day following its publication.
